Q: Does this really blow cold air??? Or it is just a fan??

Not really cold air like air conditioning but it blows a mist of water which has a cooling effect. If it is a windy day it will not work as well because the mist does not reach you. But works ok when no wind.

Q: In the manual it says, MAX FILL LINE, where is this in the reservoir? We have even looked with a flashlight.

The max line is inside on the left of the reservoir

Q: Do you have to fill with water, can it be used dry just for the fan?

It can be used dry. There is a separate button to turn on the misting

Q: Why did the Misting stop working?

You must use filtered water to avoid clogging the mist hose. Try filling the tank with filtered water.
